 CEFE is a comprehensive set of training instruments using an action-oriented approach and experiential learning methods to develop and enhance the business management and personal competencies of a wide range of target groups, mostly in the context of income and employment generation and sustainable economic development. CEFE contributes to the Millenium Development Goals by enabling lasting income generation, job creation, business growth and strengthening business service providers.

CEFE, being a training concept, is based on the assumption that welfare of societies essentially depends on its human resources - the more productive and entrepreneurial people are, the greater will be the wealth of that nation. It has evolved over the years from business start-up training approach to a far-reaching capacity development methodology, designed to evoke enterprising behavior and competence in a wide variety of situations. In doing so, CEFE includes entrepreneurial social responsibility and business integration in its environment.

CEFE is a highly adaptable concept that has been used to promote a wide range of very different social groups such as credit officers in Egypt, demobilized soldiers in Ethiopia, refugees in Mozambique, women in vocational training in Tunisia, ex-prisoners in Chile, favelados in Brazil, university graduates in Vietnam, staff members of privatized enterprises in Uzbekistan, high school students and university professors in Germany, Tsunami victims in Indonesia, just to name a few.

CEFE's overall guiding principle to the training is the ownership of the process which is acquired through time and energy that participants must invest into the highly demanding schedule of each course. By moving through the stages from awareness to transformation, the participant is given the opportunity to experience personal growth, to develop a more enterprising approach to life, and to prepare an own business plan.

CEFE has proven to be a very successful approach. The major findings of an official evaluation of the German Ministry for Economic Co-operation carried out by ifo-institute in Asia, Latin America and Africa reflect that:

  • Participants declare CEFE to be useful or very useful for

          o the development of their entrepreneurial competencies: 91%
          o for their personal development: 93%
          o for the development of their business: 86%

  • 98% of existing entrepreneurs with 1-2 employees and 100% of entrepreneurs with 6-10 employees claim that their income and turnover increased by at least 30 % after going through a CEFE training.
  • On average, 45% of participants in start-up courses became successful entrepreneurs.An average, 4 new jobs were created per participant at an average cost of 104.- US $ per job.
  • Women’s share in CEFE circles around 38%.

CEFE's approach to capacity building is comparatively fast. It facilitates strengthening SME programs and institutions, as well as trainer organizations. No license fees are charged for using CEFE.

CEFE's method of enterprise promotion represents the synthesis of enterprise research, adult training theory, and a vast set of innovative, participative exercises, modules and manuals. It links sustainable economic growth with more and better qualified employment and higher individual income.

CEFE deals with a large variety of sectors, enabling its utilization in many areas of development: * micro, small and medium enterprise promotion * employability schemes * reconstruction and privatization * management training * vocational training * rural development and farmers * refugee and reintegration programs * credit programs * economic recovery * water supply and energy efficiency * project management * integration into education systems * local economic development.

 CEFE was initiated and disseminated mainly by the German Ministry for Economic Cooperation and the Deutsche Gesellschaft für international Zusammenarbeit (GIZ), and has been introduced in more than 140 countries since 1983. Its further development is now based on the competence of over 20,000 people working independently as CEFE trainers around the world. In 2008, CEFE has been outsourced and the global CEFE Network is now coordinated by CEFE International, as a non-profit private sector organization, which coordinates members of the network to provide competent CEFE services: concept development; training of trainers; course adaptation, preparation and realization; manual preparation; project implementation; monitoring and evaluation.
