Process and Criteria
 
Local CEFE Licence
A candidate who wants to become a CEFE trainer must successfully participate in two activities:
Training of Trainers Seminar:
 
Content: Experiential learning, adult learning, different training methods, the topics of the so-called “CEFE-ladder”, the key CEFE exercises. Special learning objectives can be integrated upon request of the client organisation.
Profile of participants: Analytical thinking; team spirit; good communication skills; good knowledge in business realities, management or administration – an academic degree in business administration is not formally required
Approach: As soon as possible, participants of the ToT act as facilitators, prepare     exercises and facilitate them as trainers. Within teams of 2-3 people, each participant will practically apply 2 exercises.
Resource Person: The ToT can only be carried out by a Master Trainer, i.e. a very experienced CEFE trainer, if possible with International Certificate or approved by CEFE International as Master Trainer.
Duration: Minimum of 12 days (84 hours), better 3 weeks (105 hours).         
Licence: After completion of a ToT the participant can obtain a confirmation of attendance. A CEFE trainer licence will be issued when the participant has successfully completed a coaching in a training seminar of 5 days (35 hours).
Coached training:
Duration:     In teams of not more than 3 persons, working together, each candidate runs a CEFE course for at least 5 days.
Pre-condition:    Successful participation in a ToT
Content:    Application of exercises in a training course for “real” participants, i.e. business people, business starters or other, special target groups.
Approach:    Within a team, the candidates prepare a program, exercises and all materials. They conduct the complete training. A coach supports them in preparation and during the training course, but only in very exceptional cases appears as trainer in front of the class. The coach carefully observes the performance of the candidates, using a detailed observation sheet, and gives comprehensive and detailed feed-back after the sessions (not in the plenary). The coach will finally decide if the trainee gets a CEFE licence, has to undergo another coached training course or will be excluded as CEFE trainer.
Resource Person: Coaching should be done by the ToT Master Trainer. If he/she is not available, coaching can be done by other very experienced CEFE trainers, if possible with International Certificate or approved by CEFE International as coach. The coach should closely relate with the master trainer when making the final evaluation of trainees.
Licence:
Evaluation:    The master trainer and the coach (if possible, the same persons) will evaluate the candidates after ToT and after coached training. The CEFE criteria and evaluation file should be applied. A candidate who failed coaching might be invited to a 2nd coached training course.
Licence:    The Organisation that organised the qualification process (ToT and coaching) can issue a trainer licence. However, a licence issued by CEFE International might be more appreciated and confirms that capacity building was done according to standards.
Rights:    A candidate who receives a Trainer Licence is entitled to use CEFE independently. He/she does not have to pay a licence fee or royalty or to ask for approval for training courses or new exercises. However, sharing information about realised courses or new exercises and programs with www.cefe.net is a matter of team spirit and good networking. The licensed trainer is not (yet) entitled to run CEFE ToTs or to coach and certify other trainers.
 
National, International and Master Trainer Certificate from CEFE International
National and International Certificates of Professional Competence are only issued by CEFE International for CEFE Advisers and Trainers who have successfully be assessed (see below) and who agreed to oblige to the International Code of Conduct laid down as follows: 

  • Promote the CEFE model by stressing its inherent qualities rather than criticising other models
  • Contribute to and share ideas, best practices and innovations with the CEFE community
  • Ensure cultural adaptation and gender orientation 
  • Base your work on the needs of your target group 
  • Exercise utmost professionalism and ethics including to respect intellectual property rights
  • Be committed to the CEFE concept and its continuous improvement and further application according to the demand of your target group 
  • Facilitate the change process
  • Actively link CEFE activities with the given environment 
  • Be committed to the development of national and regional institutions to conduct CEFE
  • Aim to establish market-driven mechanisms and market-related prices for training needs and demand of the target group 
  • Aim to prevent market distortions through government- or project-sponsored competition
  • Be result-oriented in a cost-effective way.

a.    Pre-condition:
CEFE trainers who want to apply must provide the following:
•    A complete CV
•    A list of CEFE-relevant activities carried out
•    The willingness to become a CEFE member and to pay membership and certificate fee, and, finally, the payment of the fees
b.    Types of Certificates:
CEFE has defined the following types of certificates:
The international status is reserved for candidates with relevant international exposure or experience. ‘Master Trainer’ refers to the competence of a CEFE trainer to prepare and conduct TOTs and coaching. A certified trainer may not automatically possess the special skills needed for TOTs. The qualification as master trainer will be separately mentioned in the certificate, if applicable.
The basic difference between a licence and a certificate is that trainers have gained proven experience and that CEFE International provides a quality assurance by applying the evaluation process.

c.    Evaluation Process:
Scoring can only follow a top-down approach, since many of the more than 20.000 CEFE trainers have never or insufficiently been observed by CEFE International itself, but rather by experienced trainers holding a CEFE International Certificate. And CEFE is very much familiar with the work of these trainers.
The chosen evaluator will study the CV and references of the candidate, observe the candidate as CEFE facilitator and submit the confidential evaluation form to CEFE International who reserves the right to ask for a 2nd evaluation.

e.    Validity:
To sustain the quality of the system, certificates are only issued for two years. Scoring will be re-evaluated after that period. To cover the costs and maintain a high quality and high value certification system, a fee has to be paid. Applicants must be registered with their Electronic Business Card in the Website of CEFE International and must be Members of CEFE International.
 
f.    Format:
Awarded applicants will receive a certificate detailing their achievements and with the following special features:

  • Highest quality 170g security paper in Din a 4 size, exclusively made for CEFE International;
  • Special and hard-to-copy adornment frame;
  • CEFE International water mark
  • Unique copy protection: “Original” appears as water mark. If copied “copy” appears in deep black on the paper.
  • Stamped and signed by CEFE International

All names of the certified trainers and institutions will be published on www.cefe.net to advertise for the services of the competency holders and to make detection of fraud easier.
The list of certified advisers and trainers will grow over time; our visitors are encouraged to check it from time to time when in search for high quality CEFE professionals.
